3. Matters arising/ actions arising that are not on the agenda. Returned questionnaires – 700 replies to the SHDC “NOW” 200 plus replies to the Parish Plan flyers Nick said that was a good response and no more flyers need to go out after 31st September.
Janet Clarke told us about an INTERNET CAFÉ at Bourne which was successful for the community. A visit by anyone interested, should contact Nicky Hobbs – 01733 324886 as it might be a facility Holbeach could provide in the future.
Some businesses may be eligible to apply for rate relief. The Rates are set by Central Government ,collected by the District Council and then passed back to government.
PARKING CLOCKS – teething troubles are being ironed out . Permanent signs to go on the ticket machines shortly. However, more clocks have been distributed, and individuals should apply directly to the District Council for clocks.
Report from the Market Stall consultation 22nd September
Patricia Bryant thanked everyone who provided cakes for the stall with £56.00 profit and all those who helped on the day.
Nick reported on the Consultation:- a. Appearance of the town b. Lack of amenities for the young, more Youth Club Facilities, drama & dance etc. c. Traffic – heavy traffic deterred shoppers, need of a warden Francis was concerned about tractors driving through town with loads of straw not covered, being a fire hazard. Rita mentioned scrap lorries having loads not netted, being a danger. d. Litter – caused by Take Aways, Smoking bins needed next to benches & outside Pubs. Christine said Pouches could be obtained to put out the cigarette & take it home. e. A car or mini bike race track was requested for youngsters. Dental Surgery on Fen Road has been turned down by County Highways – heavy Traffic

a. Nick is meeting the Seniors Link at The United Services Club on Thursday 27th September b. He will be visiting the Library to hear the views of their customers – migrant workers present c. Views to be obtained from Holbeach St. Johns – they need dog bins. d. VISIONING EVENT at the University Campus Park Road, at the invitation of Val Braybrooks - date to be arranged.

60% Business questionnaires have been returned Domestic ones to go out shortly Groundworks are working with the Business Forum
Budget Grant from Community Commission £3,000 Cake Stalls total profit £131.10 Expenses so far - £1,604.60 Budget on target.
Timetable/ Workplan for Oct – Dec From October to Christmas the questionnaires will be collated and a draft plan compiled for the next meeting.

2.Minutes of the meeting held on 26th June were approved.
3.Matters arising from the minutes
·Jill Harrington has received the Community Commission Grant. The fund holders (Parish Council) to be asked to set up an Income/Expenditure a/c. Trish handed over the £75 from the sale of cakes at the Market Stall to Sandra to be paid into this account.
·John Walker has a broken leg and has had difficulty delivering flyers to every house in the Parish. Sandra will put flyers into the shops in Holbeach ( Trish has already delivered some) Nick has distributed 150 flyers in St. Marks.
·The SHDC paper “NOW” will be delivered to every house in South Holland.
·In September the Holbeach Technology College in conjunction with the George Farmer College will be holding a Visualisation Event ( date to be decided)
·Website – Phil Heenan of ‘Holbeachtoday.net’ is willing to promote our Parish Plan free of charge and Christine will forward these minutes to him and encourage people to fill in the questionnaires.
4.Report from market stall consultation – held on 12th July. It was a success and many people took flyers and talked to stallholders about improvements for Holbeach. Cakes were very popular and a profit of £75 was made. Another stall will be held on the High Street on 22nd September 9.30 – 2.00pm. Donations of cakes will be requested from businesses.

5.George Farmer School consultation - Nick Worth met Graham Scorthorne with the PCSO’S and 40 people promoting the Plan and asked what the young people wanted. Younger children wanted structured play. The youth club is not open on a Friday night, 12-16 year olds need a venue for music ,dance ( even ballroom), and drama.
(Janet Clark said Bourne had opened ‘Jean’s Café’, run by volunteers. They have a cappuccino machine 60p/cup. They would like a plasma screen and karaoke machine, it is popular) (The Youth Club down Boston Road is owned by the County Council and has very good facilities and needs more funding to open 5days a week)
6. Baptist Church consultation – Rita has given out 40-50 flyers to Baptist ChurchChristine has consulted the Catholic Church and will distribute flyers. Trish has spoken to John Wickstead and a public meeting of All Saints members will be arranged in September and Nick will promote the Parish Plan.
7.Holbeach St. Marks Village Hall Consultation – Nick Worth youngsters requested an artificial 5-a-side football pitch ·too many take aways and hairdressers in Holbeach. Internet café needed in Holbeach.St. Marks school had too many HGV’S and traffic passing the school. Holbeach Hurn requested better play equipment.
8. Other consultations completed. Caroline Brook spoke to children at the William Stukeley school and they made an album of their ideas. Caroline will see the Boston Road school next term.
9.Groundworks Lincs update – Gemma Rainsforth
A Business Steering Group is meeting on Tuesday – a business questionnaire is being developed.
what are the main issues? ask shoppers what they want. where they travel from to shop?
Gemma hopes to have a bigger picture by the end of August.
10.Action Plan update – Nick Worth
Gathered from suggestions sent in from returned questionnaires. Free parking requested, but the trial of 2 hour parking in Boston Road park to commence 1st September - March 08.
Marketing Holbeach as a place to shop. Tidying up the High Street, and the approach to Holbeach including signs. Too many Take Aways.
HGV’S through the town. Speeding on Spalding Road. Pedestrian Crossing needed outside William Stukeley School. bring back the ‘Lollipop Lady’
A roundabout at Peppermint Junction (A151 meets A17) would solve many problems.Details of plan available on request
